Lowe's offers new traffic plan
The Lowe's home improvement store planned for the corner of South Prairie Road and state Route 410 appears to have taken a step forward.
A new traffic design proposal has been submitted to the Public Works Department and is under review.
Public Works Director Dan Grigsby said the new plan has a right in-right out on South Prairie Road, as the previous plan did, but the significant change was a controversial roundabout.
Grigsby said the roundabout has been removed from the plan and an access point has been added on 200th Avenue Court East between South Prairie Road and 100 Street Court East.
“There would be a left in, but no left out toward South Prairie Road,” Grigsby said. “There will also be no access onto 100th (Street Court East).”
Grigsby said the department is continuing with the traffic impact review, “but the traffic issues appear to be getting resolved.”
Heather Stinson, associate planner with the Planning Department, said a State Environmental Policy Act (SEPA) determination will need to be completed after the traffic analysis is completed.
SEPA is an environmental impact analysis of the project.
After the traffic and SEPA studies are compete, the Planning Department will finish its design review before building permits are approved.
One issue that has not been added to the design is a frontage road running from the Lowe's site, parallel with SR 410 connecting to the Spa City parking lot at the east end of the Market at Lake Tapps where the Wal-Mart store is located.
City officials said the road could be added in the future if Lowe's decides it is needed.
The plan for the store, which was submitted to the city in May, calls for a nearly 140,000 square foot store with a garden center on about 18 acres.
The original traffic plan for the store had a roundabout at the intersection of 100th Street Court East and 200th Avenue Court East.
Neighbors around the proposed site objected to the roundabout or allowing access to the site from 100th Street Court East.
